Air France counts bags individually: 2 checked pieces at up to 32kg each on a standard Air France Business Class fare. The per-bag cap is the part travellers get wrong. Bags of 30kg and 34kg fail this allowance even though together they weigh 64kg — no more than two bags at 32kg would — because the heavier one breaches the 32kg limit on its own and is charged at the excess-weight rate. Rebalancing between the two at the counter costs nothing; discovering it after you have checked one costs the fee.
